Delhi Master Plan (MDP) 2041.

It was approved by LG on 28 February 2023. The long-standing demand of small land owners for plotted development on net residential land included in the provision has met with huge euphoria amongst small land owners who did not want to go for multi storied complexes. This provision is going to usher in rapid development of new areas of Delhi as now the farmers are more than willing to get a plot against their agriculture land. Status of Land Pooling

Out of 19,074 hectares of pool able land, almost 40.0% of land has been pooled till date. Contrary to the last year’s expectations, the work hasn’t commenced in any sector till date. DDA has appointed two consultants to provide detailed infrastructure design for these 109 Sectors. Our L zone has 41 sectors. Based on the outcome of these suggestions for infrastructure, EDC (External Development Charges) will be finalized. The online web portal of DDA for land pooling has provided the detailed status of all 109 sectors, as on 18 Nov23. As per these DDA records, in our Sector 11, 30.2% of land has been submitted for pooling. The adjacent (to our South) Sector 13 has reached 66.2%. The land holders in this sector are working with farmers and DDA to reach 70% status. The consolidated land pooling status in all 104 Sectors of Delhi is as under:- Total No of sectors crossed 70% pooling - 16 Sectors. Consortium letters issued - 11 Sectors. Position of Our Land. Our land measuring 2.75 Acres, is located just west of rectangular Paprawat village in Sector 11 as shown below. The road (red color) running in north-south direction just east of Sector 11 is the existing Najafgarh Bijwasan road. This road seperates us from Sector 12 which is just East of Sector 11. Barely 9% land has been pooled in Sector 12. Further to east, just outside the boundary of L zone, the thick yellow line shows the position of Urban Extension Road 2 (UER2). The Road (red color) just west of Sector 11 & Sector 13 is the proposed UER1. Our land is approximately 3.5 kms from UER2, as shown above. Developments around Sector 11 L Zone. 7. Urban Extension Road 2 (UER 2) The expected date of Completion is Dec 2024. Our Sector 11 is approximately 3 Kms from UER 2. After getting onto UER2, you will have to travel 5 Kms (south) to hit Dwarka Expressway near India International Convention Centre in Sector 25 Dwarka. Once completed this road will give a fillip to the real estate development in the L Zone area, especially in our neighborhood. 8. India International Convention Center (IICC) Dwarka, New Delhi. The IICC project costing Rs 25,000 crores and spread over 220 acres, is expected to become fully operational by 2025. Only 08 Kms from our land in Sector 11 L Zone, IICC (also known as “Yashobhumi”) will provide huge demand for residential housing in the area as it is likely to give employment to nearly one Lakh people. Some pictures of the project are attached below. 9. Dwarka Expressway. The Construction work of Dwarka Expressway is going to be completed very soon. It is expected to be fully operational by Dec 2024. Today the average land rates along this Expressway are around Rs 25-50 Crores an Acre. The location of this Expressway from our site is totally 8 KM. The total length of the expressway from Dwarka Sector-19 to Gurugram Toll is 21 Kms. On completion we can reach Airport and Gurugram (via UER2 & Dwarka Eway) from our site in only 20-25 minutes. Some pictures of this road are as under:- 10. Present Property Prices near Sector 11 L Zone. The property prices in Delhi NCR areas near Sector 11 L Zone are as follows:- • Sector 17 Dwarka - 08 Kms . 9000-11000 per sq ft. • Sector 19 Dwarka - 07 Kms. 9000-11000 per sq ft. • Sector 109 Gurgaon - 12 Kms. 10000 - 12000 per sq ft. • Sector 106 Gurgaon - 10 Kms 10000 - 15000 per sq ft. • Property Prices to rise exponentially in Delhi NCR

  1. 1. The DDA portal was opened initially for land pooling in Feb 19. The response was good and almost 6000 hectares of land was pooled at that time. The DDA portal was opened twice in 2020 but response was lukewarm. The status of land pooling as on Dec 2020 is available on DDA website online.dda.org/landpooling. The detailed sectorwise landpooling status is provided under FAQ & Information. In Dec 2020 only 29.2% land was pooled in our sector.
  2. 2. In 2021 DDA had declared that out of 104 sectors in six land pooling Zones ( K, P-1, P-2, N, J &L), 16 sectors were likely to achieve the threshold of 70%. Further, to improve participation of land owners, the DDA made a provision to allow pooling by even the land owners holding less than 5 acres land. Using this provision, our Society submitted 2.75 acres land for land pooling to DDA on 12 Dec21.
  3. 3. On 19 May22 DDA took out a public notice to state that the pooled land of Sector 10A in Zone N and Sector 2 & 3 in Zone P-2 was verified and found above the 70% threshold. As per this notice, DDA has asked the land holders to form a consortium and make efforts to get all the pooled land in a contiguous manner. The details of unpooled land has also been provided and the DDA land pooling portal is being opened again from 28 May 22 till 25 Aug22 to facilitate this process. We have come to know that around 15 July22, DDA has issued notice for formation of consortiums in four more sectors in N & P-2 Zones.
  4. 4. L Zone. As of now only Sector 3 has officially crossed the 70% threshold in L zone and DDA has issued a notice around 15 July22 asking land owners to form a consortium. Our neighboring Sector 13 is also likely to reach 70% pooling target by Aug22, which will give impetus to the process in our Sector. The pooled land of our Society is in Sector 11 and the pooling status of this sector is still below 45%. Most of the sectors in L zone are in similar state. The operationalisation of Dwarka Expressway and International Convention Centre by 2024, makes our sector and Sectors 15-24 of L Zone, highly lucrative for development.
  5. 5. Outlook – The Development work is likely to commence in at least 12 Sectors by 2023. This should lead to our Sector also meeting the 70% pooling criteria in 2023. All the investors of Sanskruti Society are requested to extend their time horizon till 2024. In 2024 the Area near Dwarka Expressway, which is 10 Km from our plot, will have land values touching Rs 25-30 crores!! For example, just look at the Residential project M3M Capital Greens.
  6. 6. It has been a painful, depressing, seven years of waiting time for all of us, primarily due to mishandling of entire scheme by Govt. However, it appears, the worst is behind us. We all need to stay united. Our Governing Body will keep all of you informed on any new developments. In any case, from now onwards, we assure all of you of at least one update after 4-5 months.

After meeting DDA concerned officials, we are told that in sector 13 of zoning in Papravat Village,where we have our society land, only 26% of the land has been pooled so far. It is expected that the DDA portal is going to be reopened soon n they we will see how many more applications are filed and then we shall take further decision in the matter!

All existing members are required to pay Rs.625 per sq. ft due to requirements in FAR by DDA All new intended members are required to pay Rs.1900 per sq. ft towards land cost and others. 50% of the amount upfront with application and balance amount by 28th Feb. 2019 plus Rs.11,000 towards application and share money.

LG Approved Land Pooling Policy

The Delhi government has declared 89 villages as urban areas to facilitate land pooling. The DDA will develop public infrastructure like roads on part of the pooled land and return a substantial portion of the plot to the owner.

Upcoming AGM:

The Annual General Meeting of the society is scheduled for 23rd Jan 2016 at CSOI, Curzon Road, New Delhi at 3 PM. All members are requested to attend. Individual notices for the AGM have been sent.

Good News:

  • We have now acquired the land, and the registration process is complete.
  • First-phase membership closed on 25th Nov 2014.
  • Second-phase membership is now open, with land costing Rs 1200/- per square foot.
  • Second-phase land purchase deadline: 31st Dec 2014.
  • New interested members need to pay Rs 11 lacs towards land cost along with the application, with the balance due by 25th Dec 2014.

We have got the No Objection Certificate from Delhi Government to get the land registered in the name of the society. All those members who have not paid the land cost as yet are requested to pay the amount by 15th Nov 2014 to enable us to get the land registered. Important Announcement for Society Members

We have already entered into an agreement to sell with the prospective sellers of the land in village Papravat. We are likely to receive a No Objection Certificate (NoC) from the Revenue Department of Delhi within the next two weeks. The initial payment to the sellers has already been made, and we expect to register the land in the name of the society any day after 15th September 2014.

All existing and intending members are requested to start making payments of the balance land amount so that payments can be made to the sellers on time.

Membership Update

We have received an overwhelming response and already have consent from over 90 members. Additionally, a group of 50-60 people has expressed interest in becoming members. With this, our first-phase target of 145 members is expected to be achieved soon.

Important Points:

  • First phase of membership closes on 30th April 2014.
  • Members inducted after this date will have to pay the land cost as per the prevailing price at the time of future negotiations.
  • The Governing Body has decided to increase the membership count from 145 to around 300 to accommodate demand and ensure better utility space in the proposed complex.
  • Plans are in place to include 2000 sq. ft. flats based on demand, which is expected to be around 20% of the total membership.

Future Expansion Plans

In response to growing demand, we are also exploring land options in ZONE "L," which falls in the Najafgarh area. We have already started looking for suitable land and will keep all members updated as soon as finalization takes place.
